Storywise:
All worlds that bear life must, at some point, test those that inhabit it by putting them through a trial. Trials vary from planet to planet, but usually take the form of some kind of cataclysmic event. This trial was set to occur thousands of years ago for the world the game takes place on.
Back then magic was the dominant force while science and technology were relatively primitive. Only some species had the capacity for magic and it was these species that foresaw the planet's trial. However, they did not know its true purpose or what form it would take and thus set out to prevent it. They did this by creating a spell that would be infused into the planet's consciousness (the very core of the world and what summons the trial) that would put the world into a sort of sleep. This would have the unfortunate side effect of causing magic to lose power, as magic is born from the planet's consciousness, but this was seen as a necessary sacrifice if it meant the world be safe from disaster.
Time passes as technology continues to grow while magic weakens as the world falls into a deeper and deeper slumber. Tensions rise between magic and non-magic factions until eventually war breaks out. The war goes on for some time, during which much of the knowledge on magic is destroyed, until both sides see that it's simply not worth it and call for an uneasy truce.
it is now present time and while relations have gotten better things are still uneasy. Science and technology are now the dominant forces in the world, but magic is beginning to make a comeback as the number of magic users begins to rise. Which, unbeknownst to everyone, is a sign that tells that the world has begun to awaken. Not only that, but rumors of strange occurrences have begun to spread, such as unnatural weather, impossible creatures appearing, history literally repeating itself, and even pieces of reality missing.
Hoping to confirm the rumors you find yourself in a small town and end up witnessing something that spurs you and several others to find the cause of these strange events.

Wait, are we doing my idea, or do I need to shout more?
I'll start shouting anyway.
Maybe I misphrased myself last time. This system is turn-based. Just not in the conventional way.
Instead of just the speed stat of the character determining what order they attack in, it now speeds up the clock for the rows attacks.
The enemies also have an internal clock for their actions.
So, instead of using mana for attacks, you have to spend longer hanging along, not attacking, in fear that the monster is going to attack before you can get that awesome spell off.
The clock is ticking throughout every attack in the battle, meaning that those complicated and flashy attacks are there for something other than skipping. You can use them as buffer time for other character's clocks, which means you can queue attacks together easily. However, that means that the monsters also have time for their attacks.
In defense of the rows, I have this rephrasing.
The character's in each row act as an assist to eachother. Same timer, same basic attack, and their stats are averaged.
Think of it as having three characters and three powerful magic items that grant access to more spells and different stats.
On the plus side, there will never be a overall "best" loadout that causes the other three characters to never be played.
I thoroughly apologize for not being able to explain this in a way that shows have awesome it is.
And just a side note. We should heal after every fight. Retaining damage just gives an excuse for not making every fight a challenge.

In this battle, Wolfe and 2hats are in the front row, Pem and Honey are in the middle row, and CMP and Funky are in back.
2hats is a frail speedster who relies on distracting opponents, while Wolfe is a sluggish tank. Because of this, their stats are balanced out, with 2hats gaining necessary defense and Wolfe gaining a speed boost through his partner and the front row speed buff.
Honeyman has amorphous stats, meaning that he can randomize them with a spell. To prevent a fatal speed or defense debuff, he is in the middle with Pemi, who's Ice Shields and Status Causing attacks can be used without waiting too long or being damaged too bad.
CMP is a bruiser with average speed, but he can be destroyed easily thanks to a low defense. Funky can heal the others and revive fallen rows the fastest, making his survival a high priority.
The monsters for this fight are inhuman, meaning that they do not follow the same row system as the players. That means that they do not average their stats with a partner or get the benefits/debuffs of the rows.
2hats and Wolfe are the first to attack, starting the fight with a basic. They a team specific attack, such as 2hats drawing a hand to shoot out of the ground, grabbing the monster while Wolfe blasts at it until the hand disintegrates.
During the spectacle, Pemi and Honey's timer hits the mark needed for an "Ice Scarecrow". Pemi tosses the knife, pinning another monster and causes it to freeze over, slowing it's attack timer and causing minor damage.
However, this gives the other monster enough time to preform one of it's special attacks, which hits Pemi and Honey for ALL THEIR HEALTH!!!111 (Somehow.) Honey falls over groaning while Pemi tries to rally him up.
In order to get their fallen comrades up, 2hats creates a dancing decoy of himself, getting the monsters to attack it, while Funky pulls Honey up and pours smelling salts in whatever he has for a nose. That wakes Honey up and gets the Middle Row back on it's feet.
Wolfe uses his special to blind fire into the mass of enemies, damaging them and deactivating the Decoy. This gives enough time for Honey and Pemi to slam an icicle covered ax into one of the monster's head, killing it. Now all that's left is the final strike.
DING! The back row's timer is filled fully, allowing for an incredibly special team up attack.
CMP's chest opens up, firing full sized missiles into the air. Funky teleports onto each, tossing them down onto the monsters below, killing the rest.
VICTORY!
